Policy Design of the Unified National Examinations to Higher Education Institutions in Georgia

The Unified National Examination (UNE) is a policy, which regulates the students' admission procedure to higher education institutions in Georgia. The UNE is a special policy in terms of its design, which manages admission procedure with a centralized and standardized approach. The main goal of this thesis is to study the 'side-effects' and challenges of UNE policy, explore its organizational structure and understand the main design patterns in the policy process to find the optimal solutions for current challenges. The research problem is studied through policy design conceptual framework in order to understand how a specific instrument mix was chosen by the policy-makers and how particular redesigns of the system were made in the previous years. The thesis discusses the design process of UNE, its design types and spaces and identifies the levels of government capacities in this process and its impact on tool choices. The thesis highlights the following challenges of UNE policy: contested testing model, controversial design of reforms, 'black holes' for corruption, inequality of access to higher education and restricted autonomy of higher education institutions, which need to be addressed for system sophistication in the future. The Current State of Research in State and Higher Education System Relationship

The purpose of the study is to fill the existing gap in the field of systemic higher education governance which is a lack of systematic and structured literature review of peer-reviewed articles. The objective is to analyze the relationship between the state and the higher education system. In other words, what are the different types of systemic governance models, and what are the instruments used by the government to control the higher education sector? The method of Systematic Literature Review is used to review over forty research articles on systemic higher education governance. PRISMA protocol was adopted to conduct a Systematic Literature Review. Findings show that higher education governance is moving towards marketization. However, the trend is neither universal nor straightforward. The role of the state in the higher education system is dominant and will remain so because even marketization in countries is steered tightly by the state. Second, no model of higher education governance is implemented in its entirety, resulting in hybrid models of higher education governance. Tax and Organizational Aspects of Selected Universities in Selected Countries

This diploma thesis compares organizational structures of selected universities in the Czech Republic, in the Slovak Republic and in France. The aim of this analysis is to determine whether the organizational structures of sampled universities are comparable or not, and whether there are inefficiencies in the management of these universities. The first part describes systems and funding of higher education in the selected countries. The second part is focused on comparison of the organizational structures using annual reports of the universities. The second part of this thesis also concludes and summarizes the outcomes of the analysis and determines the management effectiveness of selected universities.
Comparative analysis of the situation and trends of higher private and public education in the Slovak Republic

The target of the thesis is to describe present higher education system in Slovakia and the way of breakdown of subsidies for public universities and higher schools with focus on comparison with the Czech Republic. First part is about historical development and present state of higher education in Slovakia. Second part is focusing on grants for carrying out accredited study programs and the last part is analysis of study field coefficient and coefficient of employability of graduates. According to used methods I found out that different ways how to evaluate performance of higher schools and universities leads to different results, though they are using the same characteristics.
